TDR (Transfer of Development Rights)
Service Overview
Transfer of Development Rights (TDR) is a strategic urban development tool allowing landowners to surrender their land for public projects (like roads, parks, or school zones) in exchange for certificate metrics.
These certificate metrics can be traded in the open commercial market or utilized directly to construct additional floor area index (FAR) beyond standard building bylaws in authorized receiving zones.
Master Plan Surrender Rules
All TDR certificates are evaluated based on cadastral coordinate mapping, site width surrender ratios, and the latest zonal master planning guidelines of the UDD BTC.
Application Process
Submit Surrender proposal
File property coordinates, original patta land revenue documents, and surrender outlines.
Joint Field Verification
Urban planning designers and revenue surveyors visit the site to mark coordinates and surrenders.
TDR Index Calculation
The spatial mapping division computes equivalent Floor Area Ratio multipliers.
Digitized Certificate Issue
The certified TDR certificate is registered and issued, complete with ledger IDs.
Required Documents
- Original clear title deed & non-encumbrance certificate (30-year span)
- Detailed cadastral boundary map prepared by a registered licensed surveyor
- No Objection Certificate (NOC) from any registered mortgage lenders
- Surrender agreement signed and verified with local revenue authorities
Eligibility Criteria
- Open to registered land title owners whose properties fall under public expansion zones
- Surrendered land must be free from any legal, financial, or boundary disputes
